The 3rd Global WOPs Congress is dedicated to the work of these service providers in contributing to our sustainable development. GWOPA是支持和资助水务运营商合作计划（WOP）的一个全球联盟。在WOPs中，合作伙伴之间在知识和经验方面互通有无，彼此协助支持。WOPs加强了学员在管理、财务以及技术方面的能力。
WOPs着眼于国家以及全球水资源和卫生领域， 并且也将千年发展目标，可持续发展目标和水资源人权纳入考虑范畴。
第三届全球水务运营商合作计划会议专门为致力于水务以及卫生领域的运营商举行。此次与会者多达500人。
Susanne Bieker博士在会上做了关于“半集中式供水排污处理中心”的报告。该报告被归类于专题领域“超越饮用水：WOPs如何使公共基础设施为水资源综合管理（IUWM）做贡献”
